Overhead service went to a utility pole on which the meter and 150-amp main disconnect were located. Service then continued underground to home exterior where a second panel had a single 150-amp disconnect. feeders then went to home interior where a 100-amp sub-panel appeared to have no floating neutral.
The pole is the 1st structure, the house is the second structure. With no parallel paths this is a 250.32(B)(2). The sub in the house is the problem
