240V Breaker - white wire

There were a couple of 240v breakers in this panel with white wires connected. My best guess so far is that the white wire is an unmarked hot wire. Haven’t been able to locate a definitive answer via research.

Can anyone educate me on this set up?

Yes the white conductor is being used as a hot conductor. If you look at the circuit breaker is has a wiring diagram that indicates that it is a 240 volt CB. The NEC permits the white within a cable to be uaed as a hot conductor and also requires that it be reidentified by the use of tape, paint, permanent marker, etc at the termination points. A simple turn of colored tape around the white conductor will make it code compliant.

Great. Thanks very much.
