Neither, take a look at NEC 426.4.
I agree with Robert…review 426.4 and as a comment to the Type NM-R…I am not sure (and I work for a company that makes Type NM Cable) what the Type NM-R is in your reference. If you are referring to Type NM-B (Round) which is basically 14-3 w/ground…be aware that the -B signifies something and I am not sure what the -R in your reference signifies. Granted we don’t make anything but Type NM-B in terms of Nonmetallic-Sheathed Cable so it might be something some other company makes but alas none that I am aware of.
