I know these vents are not supposed to be incontact with combustibles but is the ductwork “combustible”?

Yes Shawn you are correct the duct should not touch the vent pipe but I can state from experience that foil backed insulation has a very high combustion point and virtually does not ignite the insulation beneath the foil will burn before the foil. I have personally tried to burn this kind of insulation in my trash barrels and it stays around for ever. Trying to stay away from code issues such as this as a inspector I do not make these kinds of calls unless I was to see evidence of heat on the insulation but that is your call.
