AC question

Regarding inspecting an AC unit which hasn’t been started for the season: should the inspector start the unit? I understand the inspector should not start such a unit because of potential for damage.
What are the current standards of practice for this?
Your thoughts appreciated.

What indications showed that it would not be ready for normal operation? It is not like a boiler system that some choose to shut down and drain in the off season.

What do you mean by shut down? Like outside unit covered with a tarp and disconnect pulled or the thermostat just in the off position?
