Yes the rubber insulation and the fraying cloth cover are indicators of tin coated copper conductors. The insulation on the ones in the photo is probably fine but rubber insulation has a shorter life expectancy than thermoplastic. As far as calling it out I’ll leave that to the HI’s to decide. I will say this, it’s likely that at many fixture boxes the insulation is in poor condition due to the heat from the fixture and its age.
