That's actually what I did, no sense leaving the ol' hiney hanging out. I was just curious if there was ever a time when it was done on purpose, particularly since this is a manufactured (read mobile, still had the axles and hitch underneath) home.

Mobile homes are set up as a sub panel. I see a green wire in that feeder don’t I?

Yes, that is a green wire and yes the panel is wired as a sub, which is correct for a mobile home. The post outside carries a new style digital 200 amp meter that our Co-op has been installing lately but I did not find any disconnects outside. I take pictures of everything but for some reason I can’t find a meter picture in my file. The meter was properly grounded and the service came in overhead. It seems to be fairly common for there to be no disconnect on the meter.

Perhaps you can answer this for for me. I just did a home last week that had a surge suppressor system added on by the local Power Company and guess where they tapped into the Main. That’s right the same location as shown in the introduction photo. I wrote it up anyway but if the Power company is doing this sort of thing we are up against a rock and hard place getting someone to correct it. Is this ever allowed?

It is not legal. They can do that in their meter base but they should not be doing this stuff in the service disconnect enclosure.
