Too bad it doesn’t do what it is supposed to do. Retain the breakers and cover the bus bars and exposed wiring.
He sure did, and by gauging the high quality standard of the workmanship, without a doubt he used high temp paint. 
Gonna need that high temp paint when the house burns down.
