Anyone know what this is I found in a crawlspace?

This crawlspace had tunnels dug throughout and some sort of concrete cistern. I have no clue.

Yes, I wrote that up in my report. I have just never seen anything like this.

This is just a guess:

1. The tunnels are dug out so one can walk around comfortably (not crouched)
2. The concrete hole was custom and made to store valuables in case of fire etc.
