An older house I looked at, the bat insulation under the crawl space was falling down. I told the owner of the house about this. she said,
she had work done to the house a couple of years ago and the contractor told her it was code. I’ve read different opinions on this.

It is required. And even if it wasn’t, what is the point of having it if it isn’t installed in the joist cavities where it can do it’s job.
