What rules if any are related to boilers installed in a garage. Boiler was not raised at all. What should I recommend.
Flame needs to be 18 inch off floor and check for firewall breaks.

Not to be rude BUT you’re in a licensed state and your web site says you have a background in HVAC and plumbing. Did you not have training of some kind.
Be sure to check your local and state regulations for boilers, most require routine inspections.
