once the boiler was running, I noted that the water level in the gage was fluctuating quite a bit. what causes this?

Could be due to water entering the expansion tank

It sounds like a bad steam vent. At the end of every steam trunk line is a vent. It looks like be about 4 to 6" tall. The vent may be bad or the wet return lines may be full of mud. That could make the water bounce. Especially if it’s an older system. I would say the low water cut off is probably muddy also. Have the vent checked and have a conditioner/cleaner ( Hydro #5 or Squick ) added to the water, then skim the water off very slowly after a few days. That should do the trick.
