Yes there is a reference but it is the International Fuel Gas Code that covers the clearance and protection requirements. Unfortunately I do not have a copy. Have been trying to find a free online version or at least a reference to it. But yes they are to be protected by bollards or other methods.
One place you can try is search the WEB site for the major, local gas supplier for Maple Heights. Many have publications regarding proper meter locations.

I reported a gas meter on a commercial building one time as being dangerous due to possible car impact. They said it had an automatic shutoff valve and it was ok.
Then a week later they had it protected.
I suspect they did some research and found that there is no automatic shutoff valve even on commercial meters. It looked just like a residential meter to me.
