I discovered a main panel with the bonding screw not engaged. However there is also a panel attached to the meter base that contains a main breaker. Seems that in this case the “main” panel is more like a sub-panel and the box attached to the meter base functions as the “main”. If so then the bonding crew is correct.

It would be helpful to use the term service panel instead of main panel. A panel can have a main breaker and not be a service. Bonding should be in the service panel.

So what is the appropriate name for the boxes I pictured? Would the panel connected to the meter base be the service panel?

The service should be at the first means of disconnect after the meter.

In the first photo you have the meter and adjacent to that is the service disconnect which is in the service panel. The second photo is commonly called a sub-panel. Since the bus bar on the right is being used only for equipment grounding it must be bonded to the enclosure.
