Butt nail an extension to a framing member. Genius. Imagine all the money you could save buying 8 footers instead of 16 footers you cut down to 13-1/2.
Should I be calling for an engineer to evaluate this, especially last photo?
I think you should be calling the person who hired you to do this inspection.
I would tell them, there is significant and shoddy framing in visible areas, it is unknown what other deficiencies could be found during a forensic engineering inspection.
I would also turn the temp down a little bit by adding the following: Generally everything can be fixed, so if this home “ticks all the boxes” get an engineering firm in here and figure out how much of it needs immediately addressed and it’s entirely possible it’s only the areas found during this general inspection.

I know. But I can write that which will also cover your backside. Besides, who has the time to run around wiping backsides? You will get so busy you are lucky to get the oil changed and the grass cut. Sleep, eat, inspect. Unless you have the luxury to do one a day and turn down the rest so you can make phone calls to fill in where your report left off.
Just very sad at the craftsmanship and pride in todays builds.
After 30 years in the corporate world, I find most people tune out past the 2nd sentence. I’m quite sure I write too much here on this forum and most people skip what I write. I have zero issues being verbose That said, I agree with your sentiment.
I don’t think they hit it with enough nails either. It doesn’t look like swiss cheese yet.
