I did an inspection and the panel looked good, however at closer look the breakers appear to have plastic or ceramic near the terminal screw that was breaking down. I checked the box for over heating and nothing. Almost all the breakers had some sort of damage here. I never seen this before. Anyone know what this is or the cause.
Nothing to be concerned about. Factory sealed screw.

Yep, as Bill says. Also, sometimes when the electrician is tightening the screw, he either is using too wide of a screwdriver or does not have it seated properly and it scraps the white seal leaving dust.
