In this area it is very common to see the Garage at the Basement Level accessed by a Door.

Does the 18 inch rule apply?

Also:

Many Basements are only Accessible from the Garage. (Basement is sub grade from the Garage)

Such as:

Split Level Home. What rule is applicable in this case?

the 18’’ rule is set for garages partly because of gas and other vapors that may be lingering on the floor could draft into said water heater and ignite. water heaters draw makeup air from anywhere they want, and for that reason I’d say 18’’ is definitely needed here.

There is no garage. Basement room is accessible from the street. Also the tank is positioned only 28" from steps leading to the upstairs hallway.Just don’t know about this one. icon_confused.gif

oh. not a garage. well then if height is your only concern, then I don’t think that’s a big issue. can’t see much els in pic, ie; vent/flue etc.
