No real problem with its location. The burnt and melted EGC is an indication of a problem.

The conductor on the white/green tape wire looks OK. I am not sure why the insulation is discolored

Greg, if you can hit the “+” sign and zoom in you can see that the insulation has some brown on it as well as a black flash mark. Whaddya think?

I had it in my picture editor and looked. The copper looks fine so I doubt that got hot where it is currently installed. Who knows what happened?

I am glad you went on to point out that this is a sub panel, as I noticed the missing MBJ (main bonding jumper)

If this was the service panel the bonding screw would be installed in the open hole on this neutral bar.

Strictly speaking we are supposed to use the grounding bar listed on the panel cover and mount it where it is made to go.

That said as long as it is a grounding bar and it is securely mounted electrical inspectors in my area will accept it.

The 125 amp breaker at the meter determines the size feeder to this unit, the 150 amp main breaker in the unit is simply being used as a switch for a local disconnecting means.
