Those are Knox rods and are supposed to be removed if it is a propane furnace. If they are not removed they will melt.

Are they required to remain in a gas unit? This was a gas unit. What is their function?

Since you are in California I have heard that that state has strict NOX standards. If the furnace is operating on natural gas the I would say that the nox rod needs to be reinstalled in that burner chamber.
