Surely that level is just over marginal, and would in most circumstances fall short of setting off a CO detector? - which makes me worry about my own CO alarms.

I agree it is not normal for a vented appliance though, and it certainly needs a service. It might be a potential health hazard to small children, elderly people and persons suffering from respiratory or heart problems.

Same Co meter I used … until it was stolen, I just picked up a Monoxor III
