Don’t have my books yet…can anyone please tell me if the the 3 and 4th number on a Carrier is the year?

Yes, you are correct. The third and forth number is the year of the Unit. Manufactured on the 46th week of the year 2000 (Except for the Units built in Canada). Those particular Units print the year first then the month. According to your number, this unit was built in the U.S.
