I agree with Simon also. Many crawl spaces dug out and done similar to photo here in Northeast Pa.
From the image you provided, I suspect the CMU foundation was constructed double wythe and integrated structural pilasters due to the soil surrounding the building is expansive to some degree. I did not read through all the posts and please regard my post as a hypotheses only.
