circuit breakers mounted like switches

Are circuit breakers considered unsafe if they are enclosed in a small metal box (with only the levers exposed) that is flush mounted inside the wall?


They are inside a upper kitchen cabinet that has the back cut out around the electrical box.

Actually they look like FPE breakers (main panel is FPE stab-lok) so I guess it does not matter..... unsafe for FPE reasons too.

comments needed on the installation assuming non-FPE breakers please.

I can not imagine anyway that could be done within the rules of the NEC or safely.

Is this a small listed flush mount panel or some field assembled cludge of parts?


Can you remove the cover without tearing out the finish?


Are the breakers readily acceessible?

They look newer than Jeff’s picture, and appear to be FPE type. It would require ripping out the cabinet to work inside the box.


I reported that they are to be replaced along with the rest of the panels in this house.
