Ask them to email you a pic of the furnace. Compare it to the one from your inspection back in October. Are they of the same machine?
Not many replies from the OP. Seems odd, if the home is heated by one furnace, yet they claim no heat at second floor. Unless, like Dom stated above:
Perhaps they only found this out in the cold months.
