, not that I can think of anything inherently wrong with its being switched.

Some of the wiring in the panel did not have the old cardboard wrapping stripped off , so it's hard to even see what color the wiring is.

The brownish ornage wiring is most likely neutral wires, or red wires to 220V appliance circuits, and the brownish black the hot wires. Again, hard to tell from the pic in its raw state (a bit of brightness and/or contrast adjustment might bring it out more). In any case, sometimes the old "rag wire" ages and discolors to such a degree it's bloody hard to tell the neutrals from the hot wires, in absence of other cues.

Is the newer looking panel the main or the sub? It has problems. If it is the main, it breaks the six throws rule. If it is the sub, the grounds and neutrals should be separated, and it should have a 4 wire feed. Whichever it is, it should have the white wires used as ungrounded conductor re-identified.

The older looking panel is old enough to warrant a checkup by a sparky just because its so old.

other branch circuit breaker is below it, though. Usually such panels I’ve encountered had the main somewhere in the middle, typically nearer the top. Important to check the panel schematic to confirm correct placement if something looks odd.
