Not only are they not supposed to be in their shipping boxes they are required to be clamped.

Unfortunately, this is seen a lot. Takes time to properly mount/ clamp the capacitors off and some people are just naturally bent to cut corners. It happens in other construction trades also. I have friends in most of them and they all tell similar stories about getting reamed because they are taking too long to do “the Job” and told things like " Forget what they told you in tech school, time is money" Get to the next job. My brother in law tells me this all the time. He is in HVAC field. He has left several businesses because they want him to do the job their way and not the right way.
