Crawlspace...need advice

The house was built in 1919 in Glendale Calif.
Crawlspace looked good…Piers all looked centered.
No signs of soft spots on the inside of house.

Should we recommend straps for the Piers or adding a vapor barrier?

Or can I just list it as serviceable?

You should absolutely recommend seismic upgrades, including framing straps and shear-paneling of the exterior cripple walls.

In addition, most homes built in that era do not have foundation bolts. Did you confirm that the sill is bolted? Without foundation bolts, the home may be uninsurable.

Vapor barriers are rarely seen in CA.
