No extra breakers in this Pushmatic subpanel so someone creatively ran wires to the water heater & dryer disconnect boxes in this fashion (see photos). What’s a good way to describe this?

Several 220 appliances have been wired directly to the electrical panels bus bar. These circuits are an extreme fire hazard as they are not protected with breakers. Any overheating of the appliance or the wires will very likely result in a fire. Recommend immediate repair (and likely replacement of the service panel) by a qualified electrical contractor.
There is a breaker in the disconnect box between the appliance and subpanel. Will this change your description?
There is a sub panel that is incorrectly (and directly) connected to the bus bar of the main electrical panel. The circuits connecting the two panels are not protected with breakers. Any overheating of the wires will very likely result in a fire. Recommend immediate repair by a qualified electrical contractor.
