I just did a 5 plex the other day and the client asked what I thought of it and all I would say is, whats in my report are the condition I viewed and he would have to weigh it out and deside if it was worth it. But I want to say is, use dynamite on but it anit worth the cost of dynamite.

Quick question! You are to report only on the condition of dwelling. Your report is your opinion, correct? If you're not allowed to state an opinion how can you legally submit a report?
If something was that bad and I legally couldn't comment on it. I think the last picture in my report would be a photo of the local landfill's entry sign. Oops, how did that get there! 
If it looks like a dump, it probably smells like a dump, in all probability it is a dump.

Don't get me wrong. You're allowed to give an opinion on anything that you want to. In fact, in Texas, we are required to render an opinion on the foundation.
Discretion being the better part of valor, I think many of us choose to avoid being an investment advisor. I think it's fair to say that we render professional opinions on conditions observed which could be controversial. I just wouldn't choose to stretch that observation into an opinion that tries to define value.

You're right about that. I never answer the Would to buy this place question. Or the value/good buy for the money one either.
Discretion is the key. It was just the way the whole opinion thing flashed through my mushy brain that got me going. Shift brain from neutral before engaging fingers on keyboard eh!
I still might sneak the dump photo into the buyers copy though
