County Council looks for power to overrule Local Inspectors

Delaware County Council member Linda Cartisano said at the last Council Meeting that council is expected to adopt an ordinance to create a Board of Appeals where builders can appeal decisions by municipal building inspectors. Ms. Cartisano explained that the Pennsylvania Uniform Construction Code adopted by many municipalities requires a Board of Appeals and council is proposing a regional board for all municipalities operating under the UCC.

Typically, they are called Board of Rules and Appeals.

They are common and good for settling code disagreements and establishing written code interpretations.

Many municipalities in PA are doing this or have already. You will notice more of this due to the new statewide code.
