I would say most likely it is from water draining from the roof. Basically “erosion” from the water. (looks like those gutters above are new?)

It is only a fence, and it looks like water damage. erosion like said above.

This was done by paper wasps. They literally shave off a thin surface of the wood to make their nests. https://en.wikipedia.org/wiki/Paper_wasp

Yes there does look like WDO, but the paper wasp nest were cleaned off.
