Double tap (Kinda)

How do you write this up? Obviously lugs doubled up. The extra wires have been cut, but the taps remain. BTW, the back story is that the cut-off feeds went to a grow in the basement that no longer existed. If true, those wires are on the small size for any more than a couple of lights.
I would call this out, because even though the feeds no longer go anywhere, the lugs were not intended for the extra wires. But wondering what you fellow inspectors think and how you would write it up?
As a side note, this was the least problem this house had.

I would agree. I would call it out with a recommendation for an electrician to remove the extra wires.

Hopping on the bandwagon. Not stating anything here that you don’t know.

The “crime” in a double tap on a breaker is that contact can be insufficient and potentially create arcing.

When the double tap is on the main lug, you’ve now got wires without overcurrent protection. Well, you do, sorta; The fuse on the pole, but the chance of that popping before you’ve smoked those small wires is fairly remote.
