No one can tell you what was in the head of the idiot that did this. All we can tell you is that it is wrong and should be corrected by a licensed electrical contractor. Is there a surge device at the other end of those wires by chance? ---

Nope, wires look like they come up through the bottom of the panel and tap right into the main ---

When you see things like that, chances are you will find other defects besides in the panel. ---
