Anyone have a good source of information regarding this product? I see it used a lot as an external insulator/sheathing/moisture barrier and would like to learn the specs on it.

Personally, when I look at this stuff, it seems to me to have quite a few drawbacks. I fear that I may be looking at some improper uses or improper installations.

Dow has a lot of varieties of this stuff but none listed as

Dow R4 Blue Board.

I think what you're looking at is:
STYROFOAM* Brand Residential Sheathing Insulation replaces non-insulating above-grade sheathing products like plywood, fiberboard and OSB, and eliminates the need for additional air barriers such as housewrap. It has clear film facings on both sides for added durability.

3/4 inch has an R value of 4.
