Except when run in cables a white conductor cannot be re-identified as an ungrounded conductor.
Does the same apply with this panel (disconnect) for isolating the neutrals and grounds?
Is there a difference between the dyer disconnect and a remote distribution panel in regards to wiring?
The green does not make it a ground. The dryer needs a neutral.
The conduit would be the ground assuming there is a ground in the wiring method. I think I see one, but it is on the neutral bar.
