Joe,
I don't know about under water, but I am guessing that water was getting to it on a regular basis (don't know if those screws will rust after a one time occurrence).
Since there was no caulk at the wood/brick junction, my best guess is that water was getting into the wall at that point and made its way to the j-box and out the cover.
