Electrical pole lights - exposed wires

I don’t think I have ever come across a light, like the one pictured on top of a pole, that had the wires contained in a junction box and/or didn’t have an exposed splice. Are the wires UF type/rated and don’t need to be?

I haven’t consulted the NEC or any sparky friends of mine, but based on what I see in the picture I’d want to know what type of wire that last couple of feet is and whether or not the connections were sealed.

Looks like one of the lights the power company rents for a fee every month.
