I would take a mini grinder with a steel cutting blade and cut it off at the bottom . If need be you could then cut the cement down a little and grind it below the concrete and patch the hole . My thoughts Roy Cooke sr.

I agree. A grinder with a carbide cutting wheel will do a nice job in removing it.
