Exterior water faucets on a 5 year old modular home on a crawlspace. When I checked the freeze-proof faucets they took 4-5 seconds before water came out. The owners said that this was common in the time she has owned the home. The water pressure and volume is ok. Turning them off then back on a few minutes later the water was immediate. The crawlspace was dry. Any ideas on why this is happening?
