Why not just use Kupl-Taps?

I often wonder what percentage of power actually gets stolen. It occured to me when I was installing my service mast that a crooked person could install a "T" where it goes through the roof/soffit and tap it there going off to another service rated panel in the attic.
Fortunately for FPL I am an honest guy.
