I reciently inspected a home and found the floor joist were knotched for pvc drain pipe. The knotch was close to 50% and cut from the bottom with no straps closing the knotch.
Q. what is the % of knotching for this application.

Per Section 2320.8.3 of the UBC/CBC and Section 4.4.3 of the NDS, a conventional joist can have a notch on the top or bottom if: the depth is no more than D/6 and the width is no more than L/13. The notch also can not occur within the middle 1/3rd of the span.
I believe the NDS standards apply to the entire nation, so I believe this is good for your area.
