You have to log into the NACHI store,
then it is kind of tucked away toward the bottom of the list
Right above the TRECs PDF File download
You’ll see a hyperlink to request a free copy,
Only fill out the name and email section of the questionnaire
Then you’ll receive a email a little later with a link to download Legacy 3
