I came across this yesterday and have never seen anything like it before. It was in a 15 year old crawlspace. The crawlspace was 15 feet tall so I was unable to look at it up close. It looks like a fuse in the light fixture. Any thoughts?

Follow that wire and see what it feeds. I am not sure why they did it but the only logical reason is supplimentry overcurrent protection. Perhaps a 15a extension to a 20a or 30a circuit. A lampholder is not appropriate for this but they do make an edison base fuse holder that fits in a 1900 box.
