I would specify two or three of the most important (from a safety POV) defects and state that there are many others. Follow with 'Recommend complete evaluation by a licnesed and insured electrical contractor' to cover al the rest, as well as my own personal and prized butt.

Otherwise, each report is a novel.

I always use the line “The quality of work does not appear to be what is generally considered acceptable from a professional. Contact a licensed electrician for re-installation or repair.”


That keeps the home seller (amateur electrician) a potential customer.

But the thought "police up those lines sailor, before you're dragged overboard" does come to mind.

A fellow inspector friend in Florida likes to make sure his clients really get the point.

In his report he probably would have written something like..

Exposed wiring in the attic is a major safety concern. Have a licensed qualified professional upgrade NOW.

I use this often and has prevented a few people from telling me that I didn't make it clear how important it is was.
