When a water pipe is used as the grounding electrode, the connection of the GEC must be made within the first 5 feet of where the pipe enters the building NEC 250.52(A)(1)

In the case of “grounding” other systems, an exterior spigot would suffice if the continuity of the piping is intact. As Juan mentioned, newer construction requires an inter-system bonding terminal where all other equipment is bonded to the grounding electrode.

The water line if metallic and in direct earth contact for 10 foot or more it is the primary electrode of the grounding system. It is supplemented by another electrode like a rod.
Older systems did not require the connection to be within 5’ of the entry into the house.

The NEC does not require a Ufer or CEE to be supplemented. If another electrode exists they all need to be bonded together.

Newer editions of the NEC require the intersystem bonding bridge for the connection of systems like phone and cable.

The NEC also calls for the satellite dish to be grounded.
