The insulation is in the form of BATTS...however it looks like multiple papers layered and then stitched together. The paper has the consistency of party streamers, in that it is kinda ruffled.
My question is:
What is it called? What is the flammability factor? Health factor (any carcinogenics)? Method of removal (safety gear)?

I've seen that insulation several times and I really don't think there is a name to it. (Paper, as far as I'm concerned). There are definitely no health concerns with this insulation whatsoever. Except the fact that it is flammable. When I see it, I always recommend removal and to add an R-36 value to attic area.
