Anyone knows what this is, I have never seen one before. to me it looks like a oil filter for a car, but this had wires hot wires going in but dead wires coming out

Looks like a modified ceiling fan box to me. Whatever it is, it’s not being used correctly and splices are not contained in the box.

Any type of PVC box should have KO’s.
