This was posted by the NYSAHI group. They are the ones who lobbied heavily and were successful in getting Gov Cuomo to decare the NYS Dept of State, Division of Licensing Services Home Inspector Qualification Exam null and void and instituting the NHIE as the exam to be used in his unilateral decision the day before thanksgiving. It was to be immediately effective! Now - the backpedal!
The Governor introduced his Executive budget today, and he is proposing to bring back the state exam. The budget language is below.

Section 1. Paragraph © of subdivision 1 of section 444-e of the real 23 property law, as amended by chapter 541 of the laws of 2019, is amended to read as follows:
© have passed the National Home Inspector examination or an examination offered by the secretary, in any format, that in the judgment of the secretary sufficiently tests such applicant to be engaged as a professional home inspector; and
§ 2. This act shall take effect immediately and shall apply to applications for a license as a professional home inspector received on or after November 25, 2019.
