holes in waferboard

A while back I was in the attic of a new manufactured home. To install the roof, with a crane, they smashed holes in the roof, about 20 holes 4x6 in and smaller, all near the ridge. then they just shingled over the holes. Inside the attic you can see the under side of the shingles. I was alarmed that it passed a county inspection. I would call that a major deficiency because there is nothing to support the shingles. Also I would surmise that in the future there will be sunken areas in the roof and then water penetration, I did not inspect this home, but I would like the opinion of other home inspectors. I agree. I have seen mfg homes where they expect to use the crane and they leave off a couple pieces of sheathing until they get it up in place. Then they put them on after it gets in place.
