How could they forget?

Yesterdays inspection, older home. I was looking at the gutters and it seemed something was missing… They forgot to cut the holes and install the downspouts!

I have never seen it myself, but I am sure I have seen pictures on the MB of homes utilizing concealed downspouts perhaps this was the case just a thought.
